Matthew Tan is a Singapore-based engineer and software developer who trained in mechatronics and robotics before moving into software and unmanned systems. He has been starting and running technology companies since 2017, beginning with a robotics and coding education business, and co-founded PSOI TECH in 2025. On a PSOI TECH engagement he is the person you scope the work with and the person accountable for delivering it.
What “direct senior access” means in practice
It is a commitment about how the work runs, not a description of seniority. Concretely, it means five things.

The person who scopes the work is the person accountable for delivering it. There is no account manager relaying questions to an unnamed delivery team.

The first working walkthrough is targeted during the first week, and progress stays visible through working demonstrations rather than status reports.

Decisions are made in the conversation
Scope questions, trade-offs and technical decisions are answered directly, so a change does not wait on an internal chain before you get an answer.

Every commitment is written down
Scope, acceptance criteria, price, exclusions and launch conditions are agreed in writing before work starts, so what was said is what gets built.

Handover is to you, not to a retainer
Deployment, repository access, credentials, documentation and training are handed over. Ongoing support is a separate, optional agreement rather than a dependency.
Timing is confirmed in writing once scope, dependencies and your inputs are understood. Larger or higher-risk programmes are phased rather than compressed into one release.

How the work is delivered
AI-assisted tools speed up parts of the work; they do not replace engineering accountability. A person owns architecture, review, security decisions and release approval on every project.
